1995 seadoo sportster

Recently purchased a Sea Doo 1995 Sporster 657cc top end rebuilt but friend could not get it to start after rebuild. Not my first boat or mechanic job but is my first Sea Doo. Electrical connections all good, good battery but when ignition is turned on and starter button pushed it gives one single beep engine will not turn over.
